<세계인권선언 75주년 기념 광주인권상 수상자 네트워크 성명서>

전 세계 지도자들은 가자에서 벌어지는 인도주의적 위기를 중단할 수 있도록 개입하고 

국제법을 준수하라.

광주인권상 수상자인 우리는 가자에서 벌어지고 있는 심각한 인도주의적 위기, 이스라엘의 계속되는 서안 점령을 깊이 우려하고 있다. 이스라엘은 10월 7일 일어난 하마스 공격에 대한 보복으로 가자지구에6,000회 이상 폭격을 가하는가 하면 무고한 어린이와 아기를 포함해 17,000여 명을 살해했다.

생존권은 가장 기본적인 가치다. 생존권이 보장되지 않는 민주주의는 민주주의라 할 수 없다. 이 권리는 올해 12월, 75주년을 맞이하는 세계인권선언에 명시되어 있다. 우리 광주인권상 수상자들은 유엔, 국제적십자사, 세계보건기구와 함께 국제법을 준수할 것을 촉구한다. 민간 기반 시설에 무차별 폭격을 가하고 병원 등에 공급을 중단하는 행위로 사상 유례없는 인도주의적 위기가 발생했다. 이로 인해 중동 지역이 불안정해지고 강대국 간에 더 큰 갈등이 생기면 정치 경제 부문에 엄청난 혼란이 닥치고 말 것이다. 국제 인도법은 분쟁 지역의 민간인, 언론인, 구호 및 의료 활동 종사자를 보호해야 한다고 명확히 규정하고 있으며 어떤 국가도 이 규정에서 예외가 되어서는 안된다. 

우리 광주인권상 수상자들은 이 위기가 더 큰 갈등으로 확산해 끔찍한 결과가 초래되는 일이 없도록 전 세계 지도자들이 인도주의에 근거해 신속히 개입해 주길 촉구한다.

마지막으로 우리는 아태 지역에서 계속되고 있는 인권 침해, 불처벌 및 사법적 괴롭힘에 대해서도 우려를 표하는 바이다. 우리와 함께 광주인권상을 수상한 아딜루 라만 칸(방글라데시), 이란교사노동조합위원회(CCITTA),아논 남파(태국), 초우항텅(홍콩)는 물론이고 동료 인권 활동가들인 해리스 아자르와 파티아 마울리디얀티(인도네시아) 그리고 미얀마 인권 운동가들에 대한 연대를 다시 한번 표명하며 이들에 대한 인권 침해 행위에 주목해 주길 호소한다.

World Leaders Must Intervene to Stop HumanitarianCrisis in Gaza and Uphold International Law

We the laureates of the Gwangju Prize for Human Rights are deeplyconcerned by the dire humanitarian crisis in Gaza, the continued Israelioccupation  in the West Bank. Gaza hasbeen bombed more than 6,000 times and at least 17,000 lives, including innocentchildren and babies, have been killed as a result of Israeli retaliation toHamas’ attack on October 7.

Theright to life is the most fundamental value. Without it, there is no democracyworthy of its name. This right is enshrined in the Universal Declaration ofHuman Rights which celebrates its 75th anniversary this December. We themembers of NLG join the United Nations, International Red Cross, and WorldHealth Organization to call for international law to be respected.Indiscriminate bombing on civilian infrastructure, cutting off suppliesincluding for hospitals have resulted in an unprecedented humanitarian crisisin the area – and importantly, risks destabilizing the Middle East region andtriggering wider conflicts between major powers which will have unparalleledpolitical instability and economic consequences. International humanitarian lawis clear on protecting civilians, journalists, aid and health workers inconflict regions – no state should be exempted from this rule.

We the members of NLG call upon world leaders to immediately halt andact quickly to intervene on humanitarian grounds and prevent the crisis fromescalating to a wider conflict with terrible destabilizing consequences.

Lastly,  we are concerned aboutthe ongoing human rights violations, impunity and judicial harassments in theAsia Pacific region. We repeat our expression of solidarity and call attentionto human rights violations committed against our fellow laureates and humanrights defenders: Adilur Rahman Khan (Bangladesh), Council of Iranian TeachersTrade Association (CCITTA), Arnon Nampa (Thailand), Chow Hang Tung (Hong Kong),and human rights defenders Harris Azhar together with Fatia Maulidiyanti(Indonesia) as well as our fellow human rights defenders in Myanmar.
