미얀마 군사정권, 약속 어기고 국가비상사태 4차례 연장

- 미얀마 군사정권, 국가비상사태 최장 2년 헌법 어기고 4번째 연장. 연내 총선 무산

- 국내 미얀마 민주화지지 시민모임, 8월 6일부터 10일까지 <미얀마 8888 공동행동> 예정

미얀마 군사정권이 국가비상사태를 8월 1일부터 6개월간 연장했다. 연내 총선을 실시해 민간 정부에게 권력을 이양하겠다는 약속이 또 뒤집힌 것이다. 미얀마 군부는 지난 7월 31일 국가비상사태 4번째 연장을 밝혔다. 미얀마 헌법 425조에 따라 국가비상사태는 기본 1년, 이후 6개월 씩 2차례 연장하여 최장 2년까지 가능하다. 

앞서 미얀마 군부를 이끄는 민 아웅 흘라잉 최고사령관은 아웅산 수치 고문이 이끈 민주주의민족동맹(NLD)의 압승으로 끝난 2020년 11월 총선을 근거 없이 부정선거라고 주장했다. 2021년 2월 1일 쿠데타를 일으켜 1년 간 비상사태를 선포했고, 쿠데타 만 2년이 된 지난 2월 1일 “국가가 총선을 치를 정상적인 상황이 아니다”며 국가비상사태를 3번째 연장했고, 이번에도 같은 이유로 4번째 연장에 나섰다.

하지만, 그들이 주장하는 공정 선거의 현실은 그들의 말과 다르다. 군부에 대한 비판은 곧 범죄인 상황에서 언론은 진실을 보도할 수 없다. 야당 대표부는 체포, 투옥, 고문, 처형당했다. 자국민 학살, 탄압은 지금도 계속되고 있다. 군부는 쿠데타에 반대하는 미얀마 임시정부인 국민통합정부(NUG), 시민방위군(PDF), 각 민족혁명조직(ERO)을 테러단체로 규정하고 있다. 인터넷 검열도 더욱 강화하고 있다. 

5·18기념재단은 헌법을 무시하는 미얀마 군부의 퇴진과 민주적 총선거를 촉구한다. 재단과 광주사회는 군부에 맞선 미얀마인들을 응원하고 지속적인 연대활동을 이어갈 계획이다. 끝나지 않은 미얀마 민주항쟁, 광주가 응원한다! 광주가 함께한다! 

한편, 국내 미얀마 민주화지지 시민모임은 8월 6일부터 10일까지 미얀마 8888 공동행동을 진행한다. 미얀마의 민주화를 응원하는 시민은 누구나 참여할 수 있다.

2023 <미얀마 8888 항쟁 공동행동> 주요일정 

*미얀마 8888 항쟁(1988.8.8.~9.18): 1988년 8월 8일에 양곤에서 일어난 반군부 민중항쟁. 평화 시위로 시작됐으나, 정권을 장악한 군부의 진압으로 수천 명의 시민이 희생됐다. 8888 항쟁 이후에도 민주화를 요구하는 항쟁이 이어졌으나, 모두 군부에 의해 진압됐다.

Myanmar’s military junta breaks promise, extends state of emergency for the fourth time

- Myanmar’s military junta extends state of emergency for fourth time while violating the country’s constitutional law, which states that a state of emergency can be up to two years maximum.

- Citizens in Korea supporting Myanmar’s democratization are planning “Myanmar 8888 Collective Action” from August 6 to August 10.

Myanmar’s military junta has extended its state of emergency for another six months, starting August 1. This also constitutes another unfulfilled promise to hold general elections within the year and to hand over power to a civilian government. Myanmar’s military announced the fourth extension of the state of emergency on July 31. Under Article 425 of Myanmar’s constitution, the state of emergency can be extended for an initial period of one year and two subsequent six-month extensions, up to a maximum of two years.

Previously, the commander-in-chief of defence services who leads Myanmar’s military, Min Aung Hlaing, claimed that the general election, which was held in November 2020 and resulted in a landslide victory for National League for Democracy leader Aung San Suu Kyi, was fraudulent. On February 1, 2021, he staged a coup and declared a year-long state of emergency. Last February, two years after the coup, he extended the state of emergency for the third time, on the logic that the country is not in a normal situation to hold a general election; he extended it for the fourth time for the same reason. 

However, the reality of the elections is different from what they said. When criticism of the military is criminalized, the media is not able to report the truth. Opposition leaders have been arrested, imprisoned, tortured, and executed. Massacres and repression of its own people continue to this day. The military defines Myanmar’s interim government, the National Unity Government of Myanmar, the People’s Defence Force, and the Ethnic Revolutionary Organization that oppose the coup as terrorist groups. Internet censorship has also intensified. 

The May 18 Foundation calls on the Myanmar military to step down and hold a democratic general election. The Foundation and the Gwangju community will continue to support the people of Myanmar who have stood up against the military and support them through solidarity activities. Gwangju supports Myanmar’s ongoing democratic struggle! Gwangju is with you!

In the meantime, Korean citizens’ groups that advocate democratization in Myanmar are organizing the “Myanmar 8888 Collective Action” from August 6 to August 10. All citizens who support democratization in Myanmar are welcome to participate.
