광주의 이름으로 해외 민주·인권 운동 지원 시작, 5·18 광주민주기금

 - 5·18기념재단, 국제연대와 도움이 필요한 해외 민주화 투쟁 현장에 실제적 지원 추진

 - 최대 6개 단체 선정, 각각 500만원~750만원 지원 예정

5·18기념재단은 국제연대와 도움이 필요한 해외 민주·인권 투쟁 현장에 실제적 도움을 주고자 5·18 광주민주기금 프로젝트를 시작한다. 인권과 민주주의 증진을 위해 노력하는 단체와 긴급한 지원이 필요한 해외 지역, 단체의 신청·참여·추천을 받는다.

재단은 6월 초까지 법치확립, 인권증진, 시민운동과 참여 강화 등 11가지 분야의 사업제안서를 접수받아 5~6개 단체에 총 3,500만원 예산을 지원할 계획이다. 지원금 규모와 회차는 심사위원회 결정에 따라 변경될 수 있다. 

※지원분야 : ①법치확립과 인권증진, ②지역사회기반 민주주의 운동, ③성 평등, ④언론의 자유와 정보의 소통, ⑤시민사회와 정부 간 상호작용 강화, ⑥민주적 선거절차 지원, ⑦시민운동과 참여 강화, ⑧인권운동·감시, ⑨여성의 정치 참여, ⑩청소년 인권, ⑪민주화 관련 예술과 문화, ⑫기타 민주화 관련 운동

해외 민주주의·인권 활동 NGO 단체, 긴급한 현장 긴급지원 필요 지역·단체는 신청할 수 있다. 긴급지원이 필요한 프로젝트는 정기 공모와 수시 접수 받아 지원할 계획이다.

원순석 5·18기념재단 이사장은 “그동안 재단은 광주인권상, 광주민주포럼, 국제연대 활동을 통해 광주를 방문하는 해외 활동가들에게 민주·인권·평화·5·18민주화운동 성지 광주의 역할을 요청받아왔다. 보조금을 받는 민간재단이 민주주의·인권 침해 증가와 위기 확산에 대응하는 것, 해외 단체에 구체적인 지원하는 것은 쉽지 않다. 하지만, 적은 예산이지만 그 발판을 만드는 새로운 시도를 준비했다. 향후 시민참여(기부) 등을 통해 기금 운용 규모와 지원 범위를 넓히고자 한다.”고 전했다.

200여명의 NGO 인권활동가를 비롯하여 아시아 여러 국가에서 온 수많은 다양한 사람들이 3여 년간의 토론을 거쳐 1998년 5월 18일 민주화운동의 상징적 도시인 광주에서 <아시아인권헌장>이 선포되었다. <아시아인권헌장>은 인간의 존엄성과 평화가 보장되는 세상에서 살고자 하는 아시아 민중의 열망을 담았으며, 인간의 권리와 자유를 위한 투쟁을 함께 수행하려는 아시아 민중들의 결의를 표현한 것이다.

<아시아인권헌장>이 선포된 지 20여 년이 지났지만, 미얀마, 홍콩, 태국, 캄보디아, 중국 신장 지역 등 아시아 곳곳에서는 여전히 정부가 자국의 시민들에게 부당한 폭력을 자행하고 있다.

<아시아인권헌장>이 선포된 지 20년이 된 2018년, 아시아인권 위원회(Asian Human Rights Committee in Hongkong)와 5·18기념재단은 아시아 권위주의 국가들에서 가열 차게 전개되고 있는 인권투쟁의 상황을 진단하고 투쟁의 방향을 제시하고자 부속 선언문을 기초하였다. 기초위원들이 2년여 간의 토론을 거쳐 마련한 부속선언은 <정의권, 평화권, 문화권을 위한 아시아 인권선언>(Asian Declaration on the Rights to Justice, the Rights to Peace, the Rights to Culture)이라는 이름으로 탄생하게 되었다.

그리고 5·18기념재단은 2000년부터 매년 광주인권상 시상을 통해 부당한 권력과 제도에 맞서 싸우며, 억압받고 소외받은 분들과 연대하고 있다. 또한 국내외 인권 이슈에 성명서 발표, 연대활동을 진행하고 있다.

5·18기념재단은 5·18희생자들의 보상금과 국민성금, 해외동포 성금을 모아 1994년 8월 30일에 설립된 비영리 민간 재단법인이다. 재단은 진상규명, 책임자 처벌, 명예회복, 국가 배상·보상, 기념사업 등 광주 문제 해결을 위한 5원칙을 바탕으로 다음 사업을 진행하고 있다.

Call for applications for the May 18 Gwangju Democracy Fund

- Expand the May 18 Foundation’s role to support democracy and human rights activists on site.

Guidelines on How to Apply for the May 18 Gwangju Democracy Fund

The May 18 Foundation kicks off the May 18 Gwangju Democracy Fund Project in 2023 to offer substantial support to overseas democracy activists who need international solidarity and assistance. It will receive the applications or recommendations of organizations that strive to enhance human rights and democracy and those (or areas) in need of emergency support. 

The Foundation will receive applications in 11 sectors including the rule of law, human rights, and civic movement and participation until early June 2023 and provide approximately KRW 35 million to 5~6 organizations selected. The amount and frequency of subsidies will be decided by reviewing applications and decisions by the committee. 

Overseas NGOs for democracy and human rights protection, and organizations (or areas) in need of emergency aides may apply for the subsidies. Recipients will be selected through regular or ad-hoc screenings of applications. 

The May 18 Gwangju Democracy Fund will be raised with citizens’ interest and participation. The May 18 Foundation plans to tap into diverse sources of funding, such as proceeds from its fund operation. Subsidy recipients will be selected by the Secretariat of the May 18 Foundation and the committee involving international human rights activists in consideration of necessity, urgency, and on-site impact.

2023 May 18 Gwangju Democracy Fund Project ( ~June 4, 2023)

Background

After three years of discussion with 200 human rights activists and numerous other people from various countries in Asia, on May 18, 1998, the Asian Human Rights Charter was proclaimed in Gwangju, which is a symbol of the democratic movement. The Asian Human Rights Charter proclaims Asian people’s aspiration to live in a world where human dignity and peace are guaranteed and expresses Asian people’s determination to fight for human rights and freedom together.

Although the Asian Human Rights Charter was promulgated more than 20 years ago, some governments continue to engage in unjust violence against their citizens in many parts of Asia, including Myanmar, Hong Kong, Thailand, Cambodia, and Xinjiang, China. 

In 2018, 20 years after the Asian Human Rights Charter was promulgated, the Asian Human Rights Committee in Hong Kong and the May 18 Foundation diagnosed the situation of human rights activism that was heating up in some Asian countries that are under authoritarian regimes.

And the May 18 Foundation supports all those who work to improve human rights and democracy since 2000.

The May 18 Foundation

The May 18 Foundation is a non-profit and non-official Foundation established(1994) with donations from the victims of the May 18 Democratic Uprising and from Koreans both in and outside the country. Foundation has carried out projects in order to execute the Five Principles which was agreed on in 1993 by Uprising-related individuals and organizations to realize the following: Truth Ascertainment, Punishment of Those Responsible, Restoration of Tarnished Reputations, State-level Indemnification and Reparation, and Commemoration Activities.
