2023 광주인권상 수상자, 홍콩 인권변호사‘초우항텅’선정

2023 광주인권상 심사위원회는 1989년 천안문사건 희생자 추모 촛불집회를 주최하며 홍콩 민주주의 투쟁을 이어온 인권변호사 초우항텅을 2023 광주인권상 수상자로 결정하였고, 열악한 환경 속에서도 교육을 통해 이란의 민주주의와 인권신장을 위해 헌신해온 이란교사노동조합위원회를 2023 광주인권상 특별상 수상자로 선정했다. 

오늘 5월 2일, 2023 광주인권상심사위원회는 5·18기념재단 오월기억저장소에서 2023 광주인권상 수상자 발표기자회견을 개최하고, 올해의 광주인권상 수상자와 특별상 수상자를 발표했다.

2023 광주인권상 심사위원회(위원장 문희상 전 국회의장)는“홍콩 정부의 반민주, 반인권적 처사에 맞서 저항해오며 현재 구금상태에서도 홍콩민중을 억압하는 제도에 맞서 힘겨운 싸움을 이어나가고 있는 초우항텅의 노력이 전 세계의 인권운동가들과 민주사회를 염원하는 시민들에게 용기와 희망이 되고 있다”며 수상자 선정의 취지를 밝혔다.

또한 심사위원회는“이슬람 율법에 대한 보수적인 해석으로 국민의 생활전반을 통제하며, 국민의 기본적 인권을 무시하고 억압하는 이란 정부를 상대로 반인권적 교육정책의 변화, 열악한 교육환경 개선을 요구해온 이란교사노동조합위원회를 지지한다”며 특별상 수상자 선정 취지를 밝혔다.

한편, 심사위원회는 홍콩정부와 이란 정부에 “초우항텅과 이란 교사들에 대한 구금을 해제하고 표현의 자유와 평화로운 집회·결사의 자유를 보장하라”고 촉구하며, “우리의 관심과 지원이 홍콩과 이란의 민주화를 위한 고단한 여정에 작게나마 힘이 되기를 바란다”며 국제사회의 지원과 연대를 함께 호소했다. 

5·18기념재단은 오는 5월 18일 오후 7시, 5·18민주광장에서 2023 광주인권상 시상식을 개최한다.

야외행사로 치러지는 이번 광주인권상 시상식은 군사주의와 권위주의에 맞서 싸워온 세계의 민중들을 응원하는 마음을 담아낸다.

2023 광주인권상 시상식은 1부 본식(시상행사), 2부 축하공연(플래시몹과 대중가수 공연 등)으로 구성되며, 시민들의 관심과 참여 속에 진행될 예정이다.

현재, 2023 광주인권상 수상자 초우항텅은 구금상태이기에 본 시상식에 직접 참여할 수 없어 대리인이 참석하고, 특별상 수상자는 이란교사노동조합위원회의 국제 대표가 시상식에 참여한다. 이번 시상식은 5·18기념재단 공식 유튜브 채널을 통해 생중계될 예정이다.

2023 광주인권상 수상자 결정문

2023 광주인권상 심사위원회는 2023 광주인권상 수상자로 홍콩 인권변호사 초우항텅(鄒幸彤)을, 2023 광주인권상 특별상 수상단체로 이란교사노동조합위원회를 선정하였다. 

2023 광주인권상 수상자 초우항텅은 홍콩시민지원애국민주운동연합회의 부주석으로서 1989년 천안문사건의 희생자를 추모하는 촛불집회를 주최해왔다. 그러나, 그녀는 이에 대한 침묵을 요구하는 홍콩정부로부터 ‘국가안보를 위협한다’는 명목아래 구금상태에 처해있다.

그녀를 구금케 한 홍콩 국가보안법은 지난 2020년 시행 이후, 홍콩에서 표현의 자유를 억압하고 평화로운 집회와 결사의 자유를 제한하며 시민사회를 억압하는 수단이 되고 있다. 이미 수많은 민주활동가와 인권옹호자들이 구금되어 있으며, 이 법의 영향으로 100여개 이상의 시민사회단체가 해산하거나 홍콩을 떠났다. 

홍콩의 현실은 암울하고 홍콩의 미래에 대한 비관적 전망이 지배적이다. 그러나 우리는 지난시기 홍콩인들이 표출한 자유와 민주를 향한 절실한 투쟁의지를 잊지 않고 있다.

초우항텅은 인권변호사로서 인권옹호자에 대한 정부의 부당하고 불공정한 대우에 끊임없이 저항해왔다. 지금 이 순간에도 양심수로서 홍콩민중을 억압하고 있는 제도에 맞서 힘겨운 싸움을 이어가고 있다. 그녀는 감옥에 갇혀있지만, 홍콩민중에게 용기와 희망의 상징이 되고 있다. 

우리는 초우항텅의 광주인권상 수상으로 홍콩의 민주주의를 지지하고 인권을 옹호하는 국제사회의 연대의지를 홍콩정부와 홍콩민중에게 강력히 전달하고자 한다.

이와 함께 2023 광주인권상 심사위원회는 2023 광주인권상 특별상 수상단체로 열악한 환경 속에서도 교육을 통해 이란의 민주주의와 인권을 위해 헌신해 온 이란교사노동조합위원회를 선정했다. 

이란 정부는 이슬람 율법에 대한 보수적 해석으로 국민의 생활전반을 통제함으로써, 국민의 기본적 인권을 무시하고 억압하고 있다.

최근 히잡혁명으로 일컫는 이란의 민중운동은 불평등과 사회양극화, 불안정한 사회환경을 개선하려는 의지의 표현이다. 

교육은 우리 사회에서 있어 더 나은 미래를 위한 최후의 보루이다. 이슬람 원리주의 아래 진행되는 교육 불평등과 열악한 교육환경, 심지어 여성에 대한 분리 차별정책까지, 시대에 역행하는 이란의 교육환경은 이란의 교사, 그리고 학생들을 거리로 향하게 하고 있다.

수백명의 교사들이 이란정부의 교육정책 변화를 요구하다 구금상태에 처해있고, 집회현장에서는 학생들을 체포하고 어린이에 대한 폭력도 서슴지 않고 있다.

우리는 이란의 민중들과 함께 이란사회의 민주주의 그리고 인권을 위해 고군분투중인 이란교사노동조합위원회를 지지한다.

2023 광주인권상 심사위원회는 홍콩과 이란에서 벌어지고 있는 반민주 반인권적 처사를 즉각 멈출 것을 홍콩정부와 이란 정부에 강력히 촉구한다. 또한, 초우항텅과 이란의 교사들이 구금상태에서 벗어나 표현의 자유와 평화로운 집회·결사의 자유를 누리도록 세계 각국의 협력과 연대를 공고히 할 것이다.

< 2023 광주인권상 수상자 초우항텅(鄒幸彤, Chow Hang-Tung) >

초우항텅은 1985년 홍콩 출신으로 인권운동가이자 노동운동가로서 홍콩정부의 부당하고 불공정한 대우에 끊임없이 저항해왔다.

그녀는 2003년 홍콩에서 고등학교를 훌륭한 성적으로 마치고 영국 캠브릿지대학교 학부에 입학했고 지구물리학으로 박사학위 과정을 밟았다. 이후 초우는 홍콩대학교 로스쿨에 입학했다. 로스쿨을 마치고 변호사 시험에 합격한 후 홍콩시민지원애국민주운동연합회를 이끄는 변호사가 되어 투표권, 시위 및 기타 사회정의 문제와 관련된 많은 사건을 처리했다. 그녀는 또한 국가보안법의 표적이 된 활동가들을 변호했다. 

초우항텅은 2016년부터 2021년 9월에 연합이 강제로 폐쇄될 때까지 부의장을 맡았다. 홍콩시민지원애국민주운동연합회는 1989년 천안문 사건의 희생자를 추모하는 세계 최대의 촛불집회를 주최했다. 

2021년 6월, 연합 내에서 기존의 촛불집회를 앞으로도 계속해야 하는지에 대한 의문이 제기되었다. 그 이유는 홍콩 국가보안법이 제정된 이후 집회행위가 국가전복행위로 간주되어 기소될 수 있었기 때문이다. 

신중한 고려 끝에 초우와 그 동료들은 집회에 연합 차원의 개입을 취소하고 사람들이 개인 자격으로 참여하는 것을 권했다. 

이후 그녀는 2020년 6월 4일, 천안문 사건 추모 촛불집회에 참가한 것을 두고 승인받지 않은 집회에 관여했다는 혐의로 12개월의 징역형을 선고받고, 2021년 6월 4일 소셜미디어에 천안문 사건를 기억하자는 게시물을 올린 것에 대해 대중 선동 혐의로 두 번째 유죄 판결을 내려 15개월 형을 선고받았다. 

현재 초우항텅은 1989년 천안문을 추모하는 평화적 행동으로 인하여 총 22개월의 수감생활을 하고 있으며 홍콩의 국가보안법에 따라 2021년 9월 9일, ‘체제전복 선동’ 혐의로 기소되어 10년의 추가 징역형 위기에 처해있다.

< 2023 광주인권상 특별상 수상자 이란교사노동조합위원회 >

(The Coordination Council of Iranian Teacher Trade Association)

이란교사노동조합위원회(이하 이란교사노조)는 2002년 이란 전역의 25개 교원단체가 최초로 통합되면서 설립되었다. 

이란교사노조에서는 교사와 노동조합 활동가를 억압하는 이란 정부의 정책을 규탄하기 위해 국제적인 연대 활동을 펼쳐 왔다. 2022년 5월 노동절 이후 200명 이상의 교사가 체포되었으며 대부분은 보석으로 석방되었으나 일부는 여전히 ​​구금된 상태이다. 

이란교사노조는 학생들이 양질의 공교육에 자유롭게 접근할 수 있는 권리를 수호하기 위한 활동을 지속하는 한편 이란의 교육 민영화에 맞서 싸우고 있다. 또한 국제노동기구(ILO) 이사회 내의 이란 정부 대표의 해임을 요구하고 그들의 재선을 지지하지 않는 등의 활동을 통해 이란의 노동조합과 노동운동가에 대한 계속되는 탄압에 맞서 싸우고 있다.

 이들은 이란 교사들의 목소리를 국제적으로 알리고 학생들이 무상 교육 및 공적 자금 지원 교육을 받을 수 있는 권리를 지키기 위해 전 세계 동료 및 노동조합의 지지를 규합하는 데 힘을 쏟고 있다.

이란에서 2022년 11월부터 약 2,000명의 소녀들이 독성 가스에 중독되는 사건이 발생했음에도 불구하고 이란 정부는 이 사건을 시급한 문제로 여기지 않는다고 발표했다. 이에 이란교사노조는 2023년 3월 7일 여학교 내 가스 살포에 반대하는 전국적인 시위를 조직하였고, 이 시위는 보안군에 의해 강제 진압되었으며 집회에 참가한 많은 교사들이 체포되었다. 

이란교사노조가 당면한 수많은 어려움에도 불구하고, 그들은 교육 시스템 개선을 통해 최소한의 인권을 보장받고자 차별과 불평등을 맞서고 있다.

 2023 Gwangju Prize for Human Rights Committee selected Chow Hang-tung, a human rights lawyer who continued the struggle for democracy in Hong Kong by hosting a candlelight vigil in memory of the victims of the 1989 Tiananmen Square Massacure, as the winner of the 2023 Gwangju Prize for Human Rights, and selected the Coordination Council of Iranian Teacher Trade Association, which dedicated to the promotion of democracy and human rights in Iran through education despite environmental hardship, as the winner of the 2023 Gwangju Prize for Human Rights Special Award.

 Today, May 2nd, the 2023 Gwangju Prize for Human Rights Committee held a press conference to announce the winners of the 2023 Gwangju Prize for Human Rights at the May 18 Foundation May 18 Memory Storage, and announced this year’s Laureautes of Gwangju Prize for Human Rights and Special Award.

 2023 Gwangju Prize for Human Rights Committee (Chairperson Moon Hee-sang, former chairman of the National Assembly) revealed the purpose behind the selection as,“Chow Hang-Tung’s efforts of resisting the government of Hong Kong’s anti-democratic and anti-human rights treatment even while in detention, and continuous tough battle against the system that oppresses the people of Hong Kong are giving courage and hope to human rights activists and citizens aspiring for a democratic society throughout the world.”

 In addition, the Committee revealed the purpose of selecting the winner of the Special Prize by stating,“We support the Coordination Council of Iranian Teacher Trade Association who have demanded changes in anti-human rights education policies and improvement of poor educational environment against the Iranian government, which controls the overall life of its people according to a conservative interpretation of Islamic law and ignores and oppresses the people’s basic human rights.” 

Meanwhile, the Committee urged the governments of Hong Kong and Iran to“lift the detention of Chow Hang-Tung and Iranian teachers and guarantee freedom of expression and peaceful assembly and association,”and appealed for support and solidarity from the international community saying,“we hope that our interest and support will act as a small help in the arduous journey for democratization of Hong Kong and Iran.”

 The May 18 Foundation will hold the 2023 Gwangju Prize for Human Rights Awards Ceremony at 7:00 pm on May 18 at the May 18 Democracy Square.

 The awards ceremony of this year’s Gwangju Prize for Human Rights will be held as an outdoor event, capturing the hearts cheering for worldly citizens fighting against militarism and authoritarianism.

 The 2023 Gwangju Prize for Human Rights Awards Ceremony will be held as Part 1: main ceremony (awarding event), Part 2: celebration performance (flash mob and performances of popular singers, etc.) amid the interest and participation of citizens.

 Currently, 2023 Gwangju Prize for Human Rights Laurueate Chow Hang-Tung cannot directly participate in the awards ceremony due to detention, and the Special Prize Laurueate will be received by international representative of the Coordination Council of Iranian Teacher Trade Association. The awards ceremony will be broadcast live through the official YouTube channel of the May 18 Foundation.

Announcement of the 2023 Gwangju Prize for Human Rights Winners

The 2023 Gwangju Prize for Human Rights Committee selected Hong Kong’s human rights lawyer Chow Hang-Tung as the recipient of the 2023 Gwangju Prize for Human Rights Main Award and the Coordination Council of Iranian Teacher Trade Association Special Award.

Chow Hang-Tung is the vice chairperson of the Hong Kong Alliance in Support of Patriotic Democratic Movements of China, which has organized candlelight vigils to commemorate the victims of the 1989 Tiananmen Square massacre. However, she has been detained for “threatening national security” by the Hong Kong government, which demands her silence.

Since its implementation in 2020, Hong Kong’s national security law, which led to her detention, has become a tool to suppress freedom of expression, restrict peaceful assembly and association, and oppress civil society in Hong Kong.

Numerous pro-democracy activists and human rights defenders have already been detained, and more than 100 civil society organizations have been dissolved or left Hong Kong due to the law. 

The reality in Hong Kong is grim, and pessimism about its future is prevalent. However, we have not forgotten the determined fight for freedom and democracy that the people of Hong Kong have shown.

As a human rights lawyer, Chow Hang-Tung has tirelessly challenged the government’s unjust and unfair treatment of human rights defenders. Even now, as a prisoner of conscience, she continues to struggle against the system that oppresses the people of Hong Kong. 

Despite her imprisonment, she has become a symbol of courage and hope for the people of Hong Kong. 

By awarding Chow Hang-Tung the Gwangju Prize for Human rights, we hope to convey to the Hong Kong government and the people of Hong Kong the solidarity of the international community by supporting democracy and standing for human rights in Hong Kong.

In addition, the 2023 Gwangju Prize for Human Rights Committee selected the Coordination Council of Iranian Teacher Trade Association, which has dedicated itself to democracy and human rights in Iran through education under difficult conditions, as a special prize winner of the 2023 Gwangju Prize for Human Rights. 

The Iranian government uses a conservative interpretation of Islamic law to control every aspect of its citizens’ lives, ignoring and suppressing their basic human rights.

The recent people’s movement in Iran, known as the Hijab Revolution, is an expression of the people’s desire to address social inequality, polarization, and instability. 

Education is the last bastion for a better future for our society. Educational inequality, poor quality education, and segregation for women under Islamic fundamentalism are pushing Iranian teachers and students to the streets. 

Hundreds of teachers have been detained for demanding changes in Iran’s education policy, and students have been arrested at rallies and violence against children has been committed.

We stand with the Coordination Council of Iranian Teacher Trade Association, struggling for democracy and human rights with its people in Iranian society.

The 2023 Gwangju Prize for Human Rights Committee strongly urges the governments of Hong Kong and Iran to stop the anti-democracy and anti-human rights abuses taking place in Hong Kong and Iran immediately.

We will also strengthen cooperation and solidarity around the world to ensure that Chow Hang-Tung and other Iranian teachers are released from detention and enjoy their rights to freedom of expression, peaceful assembly, and association. 

The May 18 Foundation supports the people of the world who have fought against militarism and authoritarianism and will work to ensure that today’s decision is a step forward for democracy, human rights, and peace around the world.

Born in 1985, Hong Kong, Chow Hang-Tung is a human rights and labor activist who has constantly resisted the unjust and unfair treatment of the Government of Hong Kong.

After graduating from high school in Hong Kong in 2003 with excellent grades, she entered Cambridge Universitys undergraduate program and joined the PhD program in Geophysics. Afterwards Chow entered the Law School of the University of Hong Kong. After grauduating from law school and passing the bar exam, she became a lawyer leading the Hong Kong Alliance in Support of Patriotic Democratic Movements of China, where she handled many cases related to suffrage, protests and other social justice issues. She also defended activists targeted by Hong Kong’s National Security Law.

Chow Hang-tung served as vice-chairman from 2016 until the alliance was forced to close in September, 2021. The Hong Kong Alliance in Support of Patriotic Democratic Movements of China hosted the worlds largest candlelight vigil to commemorate the victims of the 1989 Tiananmen Square Massacre.

In June 2021, questions were raised within the alliance whether the existing candlelight vigils should be continued. The reason was that holding a rally could be prosecuted as an act of subversion after the enactment of the Hong Kong National Security Law.

After careful consideration, Chow and her colleagues called off alliance involvement in the vigil and encouraged people to participate as individual participants.

Later, she was sentenced to 12 months in prison for participating in an unauthorized candlelight vigil in memory of the Tiananmen Square Massacre on June 4th 2020, and on June 4th 2021, was sentenced again to 15 months in prison for a second conviction for inciting the public by posting memorial messages of the Tiananmen Square Massacre in social media.

Currently, Chow Hang-Tung is serving a total of 22 months in prison for her peaceful actions in memory of the 1989 Tiananmen Square Massacre, and on September 9th 2021, under Hong Kongs National Security Law, she has been charged with“inciting subversion of system”and faces an additional 10 years sentence in prison.

The Coordination Council of Iranian Teacher Trade Association (hereinafter referred to as CCITTA) was established in 2002 when 25 teachers organizations across Iran were integrated for the first time.

CCITTA has called for international solidarity to condemn Irans government policies that oppress teachers and trade union activists. More than 200 teachers have been arrested since Labor Day in May 2022, and some are still in custody and are being questioned while most have been freed on bail.

CCITTA continues to defend the rights of students to free access to quality public education, while fighting the privatization of education in Iran. They are also fighting against the continued repression of trade unions and activists in Iran by demanding the removal of Iranian government representatives from the International Labour Organization (ILO) board and not supporting their re-election.

They are committed to promoting the voice of Iranian teachers internationally and rallying the support of colleauges and trade unions around the world to defend the right of students to free and publicly funded education.

Despite that approximately 2,000 girls were poisoned with toxic gas from November 2022, the Iranian government announced that this incident was not considered an urgent issue.

In response, CCITTA organized a nationwide demonstration against the gassing in girls schools on March 7th which was forcibly suppressed by security forces and resulted in the arrests many teachers who participated in the protests. 

Despite the numerous hardships faced by CCITTA, they are fighting discrimination and inequality in order to ensure minimum human rights through an improved education system.
