1) 심사과정에서 지원 프로젝트·사업계획·예산·지원팀 단위 변경 제안 가능 2) 인건비, 일반운영비는 지원 제외 3) 1단체 1사업 지원, 동일한 사업으로 타 기관·단체에서 지원을 받는 경우 지원 불가 4) 지원 프로젝트 결과보고 필수
3. 예산지원 시기: 심사(6월), 협약 체결 후 계획 일정에 따른 지원(예산 100%)
4. 분야: ①법치확립과 인권증진, ②지역사회기반 민주주의 운동, ③성 평등, ④언론의 자유와 정보의 소통, ⑤시민사회와 정부 간 상호작용 강화, ⑥민주적 선거절차 지원, ⑦시민운동과 참여 강화, ⑧인권운동·감시, ⑨여성의 정치 참여, ⑩청소년 인권, ⑪민주화 관련 예술과 문화, ⑫기타 민주화 관련 운동 ※ 사업신청서 작성 시, 1개 분야 선택, 중복 선택 불가
Ⅲ. 선정 기준 1. 사업계획: 적합성, 참신성(기획력), 기대효과 - 사업의 적합성: 지원 취지와 방식의 적합성, 근거의 구체성 - 사업의 참신성: 사업내용, 접근방법의 참신성 - 공익 확대 가능성: 주체적 참여와 성장 가능성, 과정과 성과의 공유방안 적절성 2. 단체운영 : 회계운영, 사업운영 능력, 의사결정체계 - 예산의 적절성: 사업 규모에 적절한 예산 구성 - 신청 주체의 신뢰성: 신뢰도, 사업수행 능력, 재정 투명성 3. 우수단체는 향후 신청시 가산점 부여 예정
Ⅳ. 사업계획 검토 기준(세부사항) 1. 5·18정신 계승 목적에 부합하는가? 2. 유효한 영향력을 도출하는가? 3. 포용성을 촉진하는가? 4. 성 평등을 증진하는가? 5. 성공적 추진이 확실하게 전망되는가? 6. 신청단체가 선행사업실적이 있는가? 7. 개념적·명시적으로 건전한가? 8. 투입에 대한 적격성(value for money)을 충족하는가? 9. 사업종료 후에도 지속가능성이 전망되는가?
Ⅴ. 제외대상 1. 민주주의를 촉진하지 않는 활동 2. 진행중인 활동의 부족 자금을 메우는 활동 3. 유사한 사업으로 국가, 지방자치단체, 공공단체 등으로부터 지원받고 있는 단체 4. 특정 정당 지지단체, 정당인으로 당원협의회 등의 정당의 기구에서 활동을 하는 사업자 5. 순수 종교활동단체·영리단체 6. 모니터링·보고 목적의 관리·회계 구조가 없는 비공식 단체 7. 유사단체(인적·물적 구성의 유사)의 이중 신청 8. 선정단체와 사업실행주체가 다른 단체 9. 단체의 홍보 및 기념 등을 위한 이벤트성 사업 10. 단체가 직접 수행하지 않고 재위탁하는 경우 11. 연구·교육 활동에만 초점을 둔 활동
Ⅵ. 기금 지원 중단, 회수 조치 1. 허위 또는 부정한 방법으로 지원금을 받은 경우 2. 사업목적을 달성할 수 없거나 목적 이외의 용도에 사용하는 경우 3. 사업을 포기하는 경우, 정당한 사유 없이 사업에 착수하지 않은 경우 4. 기타 규정을 위반하는 경우 5. 사업 중도 포기, 기금 지원 중단 단체는 향후 5년간 재단 지원사업 수행 불가

(참조 1) 사업 추진 배경
200여명의 NGO 인권활동가를 비롯하여 아시아 여러 국가에서 온 수많은 다양한 사람들이 3여 년간의 토론을 거쳐 1998년 5월 18일 민주화운동의 상징적 도시인 광주에서 <아시아인권헌장>이 선포되었다. <아시아인권헌장>은 인간의 존엄성과 평화가 보장되는 세상에서 살고자 하는 아시아 민중의 열망을 담았으며, 인간의 권리와 자유를 위한 투쟁을 함께 수행하려는 아시아 민중들의 결의를 표현한 것이다.
<아시아인권헌장>이 선포된 지 20여 년이 지났지만, 미얀마, 홍콩, 태국, 캄보디아, 중국 신장 지역 등 아시아 곳곳에서는 여전히 정부가 자국의 시민들에게 부당한 폭력을 자행하고 있다.
<아시아인권헌장>이 선포된 지 20년이 된 2018년, 아시아인권 위원회(Asian Human Rights Committee in Hongkong)와 5·18기념재단은 아시아 권위주의 국가들에서 가열 차게 전개되고 있는 인권투쟁의 상황을 진단하고 투쟁의 방향을 제시하고자 부속 선언문을 기초하였다. 기초위원들이 2년여 간의 토론을 거쳐 마련한 부속선언은 <정의권, 평화권, 문화권을 위한 아시아 인권선언>(Asian Declaration on the Rights to Justice, the Rights to Peace, the Rights to Culture)이라는 이름으로 탄생하게 되었다.
그리고 5·18기념재단은 2000년부터 매년 광주인권상 시상을 통해 부당한 권력과 제도에 맞서 싸우며, 억압받고 소외받은 분들과 연대하고 있다. 또한 국내외 인권 이슈에 성명서 발표, 연대활동을 진행하고 있다.

5·18기념재단은 5·18희생자들의 보상금과 국민성금, 해외동포 성금을 모아 1994년 8월 30일에 설립된 비영리 민간 재단법인이다. 재단은 진상규명, 책임자 처벌, 명예회복, 국가 배상·보상, 기념사업 등 광주 문제 해결을 위한 5원칙을 바탕으로 다음 사업을 진행하고 있다.

Ⅰ. Overview
1. Title: 2023 Public Competition for May 18 Gwangju Democracy Fund Project
2. Project duration: July–November 2023 (Final report and settlement documents to be submitted by November 13, KST)
3. Application period: May 4–June 4, 2023 (KST) ※ Applications for May 18 Emergency Support are accepted throughout the year (projects recommended by the screening panel or outside experts, etc.)
4. Eligibility: Overseas civil society organizations, etc.
5. Application submission: Submit completed application form via e-mail together with any relevant documents.
6. Documents required for application: - Application form (includes project plan, tentative budget, introduction to your organization) and attachments (if any)—1 copy each. * Applications for May 18 Emergency Support may be submitted during the competition period or at any other time throughout the year. : Prepare and submit a 1 to 2-page of application form (General Information and Project Summary); applications may be filed by the recommending body on behalf of your organization. - 1 electronic copy of each document. - 1 copy of Registration certificate of your organization (legal entity) and the Articles of Association (if applicable) - Submit applications and inquiries to: oasis@518.org

Ⅱ. Scope
1. Type: Short-term (non-recurring) project fund
2. Fund details and amounts:
2.1. The screening panel may suggest changes to the project, project plan, budget, and team size during the screening process. 2.2. Labor costs and general administration costs are excluded from the scope of the funds. 2.3. One organization may only submit one application for a single project; projects already receiving funds from other agencies or organizations are ineligible. 2.4. All fund recipient projects must submit a final report. 3. Funds disbursed: Application screening (June) followed by signing of written agreement and disbursement according to agreed timeline (100% of budget) 4. Areas: ① Strengthening the authority of laws and furthering human rights ② Democratization movements based on local communities ③ Gender equality ④ Freedom of the press and communication of information ⑤ Reinforcing government—civic society interactions ⑥ Supporting democratic election procedures ⑦ Reinforcing civic movements and participation ⑧ Human rights activism and monitoring ⑨ Female participation in politics ⑩ Youth rights ⑪ Democratization-related arts and culture ⑫ Other democratization-related movements ※ Select 1 area when filling out the project application (multiple selections not permitted) Ⅲ. Screening Criteria 1. Project plan: Suitability, originality (initiative), expected benefits - Suitability of the project: Conformity with the fund purport and method, well-developed grounds - Originality: Originality in project details and approaches - Potential to further the public interest: Potential for self-initiated participation and growth, appropriate plans to share and disseminate outcomes 2. Operation of the organization: Financial operations, capacity to operate project, decision-making systems - Appropriateness of budget: Budget is appropriate to the project size - Reliability of applicant: Reliability, project implementation ability, and transparency of finances 3. Bonus points to applicants scoring high marks: High-scoring organizations receive bonus points when filing future applications Ⅳ. Project Plan Criteria (Detailed) 1. Is the project appropriately in line with the May 18 Spirit? 2. Will the project have a valid impact? 3. Does the project promote inclusion? 4. Is gender equality furthered? 5. Is a clear forecast established for successful implementation? 6. Does the applicant have prior project experience? 7. Is the project sound in terms of concept and explicit content? 8. Are the project outputs commensurate with its inputs? 9. Is the project expected to remain sustainable after its initial implementation? Ⅴ. Exclusion Criteria 1. Activities that do not promote or stimulate democracy 2. Applications seeking additional funding for activities already in progress 3. Applicants already receiving funds from the state, local governments, public agencies, etc., through similar projects 4. Organizations or individuals openly supporting a given political party, and/or engaged in activity at party councils or organizations 5. Organizations engaged purely in religious and/or for-profit activities 6. Unofficial organization lacking an administrative and/or accounting structure for monitoring and reporting purposes 7. Redundant application submitted by similar organization (including different organizations with similar members and/or structures) 8. Cases in which the project is implemented by an organization other than the organization that submitted the application 9. Events to commemorate or promote an organization 10. Projects consigned to another organization by the winning organization 11. Activities whose sole focus is research and/or education related Ⅵ. Fund Disbursement Will Be Suspended or Reclaimed in the Following Instances: 1. An applicant has received funds using false or illegal methods 2. The applicant is unable to achieve the stated purpose of the project, or uses the funds for activities outside the stated purpose 3. The applicant abandons the project, or fails to commence the project without justifiable cause 4. Other violations of the regulations 5. Organizations abandoning projects mid-way and/or those to which disbursement of funds has been suspended may not be eligible for funds from the foundation for the following 5 years Ⅶ. Other 1. Materials (banners, booklets, etc.) produced during the project must indicate that the project is jointly implemented or sponsored by the May 18 Foundation ※Attachment: Application Form (1 Copy) END. |
